JADT acquired 50 acres of agricultural land and engaged the city to create a comprehensive land use plan and commercial zoning designations. This comprehensive plan was adopted by the Metropolitan Council and subdivided to create outlots that were ultimately developed by a Target Superstore, Kohl’s department store, a McDonald’s restaurant, a strip shopping center, and a Wells Fargo Bank.

JADT acquired eight acres of light industrial, Mississippi river front land with several active light industrial buildings. Engaging in a controversial and political process, JADT was able to implement a zoning overlay district that created a Planned Unit Development (PUD) to allow a variety of high density residential uses. In addition, JADT assembled a consortium of lenders, raising $35,000,000 for site acquisition, demolition, and construction.
